उत्तराखंड में प्रवास

प्रवासन एक प्रभावपूर्ण मुद्दा है जिसके निर्विवादित निहितार्थ हैं।  COVID-19 (कोविड-19) ने झटकों की एक श्रंखला शुरु की है, जिनमें से एक मानव गमनागमन का संकट है। उत्तराखंड में दिल्ली और अन्य राज्यों से प्रवासियों का अनुपातहीन प्रवाह हो रहा है। इसके प्रभाव का अध्ययन नहीं किया गया ह,ै लेकिन व्यावहारिक, मानवीय, और समुदाय-अन्मुख प्रतिक्रियाओं की तत्काल आवश्यकता है।

हिमालय: कमज़ोर परिस्थिति की तंत्र

हिमालय का वातावरण नाज़ुक और संवदेनशील है।  इसका सम्मान किया जाना चाहिए । उत्तराखंड में नए प्रवासी ज़्यादातर शहरों के प्रदुषण और कैद जैसी परिस्तिथियों से बचने के लिए यहां आ रहे हैं।  यह प्रवासी यहां के शांत वातावरण का फायदा उठाने की खोज में हैं।  इन प्रवासियों में पर्वतीय समुदायों के इतिहास, संस्कर, और परम्पराओं को समझने का रुझान नहीं है।  

यहां रहने वाले सभी लोगों के लिए यह एक चेतावनी है। हम एक जलवायु परिवर्तन आपातकाल के बीच में हैं। यदि हम इसके उपर कार्यवाही नहीं करते हैं तो प्रकृति और हिमालय करेगा जो कि घातक हो सकता है जान माल और समुदाय के लिए ।

नैतिक समाधानों की अनुपस्थिति में, इन मुद्दों को उन ही लोगों द्वारा सम्भोदित किया जाना चाहिए जो कि इन परिवेशों में रहते हैं।  बाढ़ और भूकंप की आशंका वाली हमारी देव भूमि ने अक्सर प्राकृतिक आपदाएं देखी हैं। 

स्थिरता के लिए पर्यावरण के अनुकूल निर्माण सबसे ज़्यादा ज़रूरी है। दिशा-निर्देश और नियमो के पालन की अनुपस्थिती में developers (डेवेलपर्स) अपने ग्राहकों के सपनों को साकार कर रहे हैं। Sustainability (सस्टेनेबिलिटी) इन बिल्डरों के शब्द-कोष में नहीं है।  और उनके ग्राहकों, जिनकी आकांक्षाओं की कोई सीमा नहीं है, उनको ज़मीनी हकीकत की समझ नहीं है।  

छतौला: विनाशऔरअराजकता

हाल ही में नैनीताल जिले के मुक्तेश्वर के पास छतौला गााँव में, एक JCB (जे सी बी) ने 100 साल पुराने पैदल मार्ग को नष्ट किया।  यह पैदल मार्ग छतौला गांव के निवासियों द्वारा उपयोग किया जाता था अपने घरों तक पहुँचने के लिए।  इसके अलावा यह मार्ग बच्चों द्वारा इस्तेमाल किया जाता था 7 km दूर स्तिथ स्कूल आने-जाने के लिए।  घोड़े और मवेशी भी इस मार्ग का इस्तेमाल करते थे।  और यह पैदल मार्ग आस पास के गावों में आने जाने के लिए भी उपयोग में आता था।  एक पुराना पानी का टैंक, जोकि 70 से भी ज़्यादा साल पुराना था, उसे भी नष्ट कर दिया गया है।  

यहाँ पर युवाओं के लिए cricket (क्रिकेट) और volleyball (वॉलीबाल) खेलने का एकमात्र मैदान था – इस मैदान को युवा मामले और खेल मंत्रालय के PYKKA (पी वाई के के ऐ) तहत बनाया गया था।  इस मैदान को भी कच्ची सडक बनाने के लिए अवैध रूप से नष्ट किया गया है ताकि JCB (जे सी बी), ट्रक, और पिकप चल सकें। पूरे खेत में मलबा और पत्थर बिखरा पडा है।

 युवाओं ने मैदान पर विरोध किया, और कुछ प्रतिनिधि अधिकारीयों से मिलने नैनीताल गए।  9 अप्रैल 2021 को मीडिया द्वारा भी रिपोर्ट किया गया

उन्होंने सम्बंधित बिल्डर के साथ बैठक भी की।

11 जुलाई को जनवासियों द्वारा मैदान पर आयोजित एक विरोध का कोई असर नहीं हुआ। मीडिया रिपोर्ट

अब गाओं के युवक cricket (क्रिकेट) ढलान वाली पहाड़ियों कर खेलते हैं जो कि 1 km दूर है। ब्लॉक, ज़िला, राजकीय, और राष्ट्रीय स्तर पर वार्षिक प्रतियोगिताएं होती हैं।  इसके लिए गांव के युवक हर वर्ष अभ्यास करते हैं।  यह उनके जीवन की सर्वोच्च उप्लाभ्दियों में से एक होती है।  

गेटेड समुदाय यह नहीं पूछते कि उनके सपनों के हिमालयी घरों के निर्माण में किसे नुकसान हुआ। वनस्पतियों और जीवों का क्या नुक्सान हुआ? कितने खरगोश, पाइन मार्टिन, सियार, पक्षी, और तितलियाँ नए आवास की तलाश में भाग निकले ?

राजकीय सम्पति के अवैध नाश के अन्याय और अवैध गतिविधियों के खिलाफ विरोध पडोसी गावों में फैल गया है।  यह एक आंदोलन बन गया है जो नैनीताल ज़िले में फैल गया है।  समाधान की मांग को लेकर कुमाऊं जाग रहा है। पर्यावरण कार्यवाही समूह समर्थन के लिए एकत्रित हो रहे हैं।

In-migration to Uttarakhand

Migration is an important phenomenon with undeniable implications. Covid-19 has precipitated a series of shocks, one of which is a crisis in human movement. Uttarakhand is receiving a disproportionate influx of in-migration from Delhi and other states. The impact of this has not been studied but pragmatic, humanitarian, and community-oriented responses are urgently needed.

Himalayas: Vulnerable Eco-system

The Himalayas are a fragile vulnerable environment that must be respected. The new migrants to Uttarakhand are mostly coming to escape the pollution and confinement of the cities, seeking to buy the peace of these environs. They have little idea or inclination to understand the history, culture and sustainable traditions of mountain communities. 

This is a wake up call to all who live here, that there is a red alert. We are in the midst of a climate emergency. If we do not act, the Himalayas will.

In the absence of proactive governance focused on sustainable ethical solutions, these issues must be addressed by those who live in these environs. The flood and earthquake-prone state, has frequently seen natural disasters. Environment-friendly construction is paramount for sustainability. In the absence of any guidelines, regulation, permissions, developers are manifesting the cemented dreams of their clients. Sustainability is not in the dictionary of builders and their clients, whose aspirations have no ground reality.

Chatola: Encroachment & Destruction, Lawlessness 

Recently, in Chatola village near Mukteshwar in Nainital district, a JCB destroyed a portion of a 100 year old paidal marg or walking path connecting several neighbouring villages, used by residents to reach home, children to walk 7 kms to school in Mukteshwar, horses that carried loads, cattle that took the path to reach their grazing ground. An old village water tank that older residents say they have seen for 70 years was totally demolished. 

The only level playing field for youth to play cricket and volleyball, which had been built under PYKKA of Ministry of Youth Affairs & Sports has been illegally encroached upon to build a kuccha road so JCBs, trucks and pick-ups can ply. The rubble and stone lie scattered across the field. 

The youth protested on the field, and some representatives went to Nainital to meet the district authorities.

Cricket is now being played on sloping hills without even a makeshift pitch, a kilometre away. There are annual competitions at the block, district, state and national level for which they practice every year. For the youth at neighbouring villages, this is the high point of their lives. 

The district authorities have continued to maintain silence despite complaints to District Magistrate Nainital, District Forest Officer, Commissioner Kumaon and Chief Minister, Uttarakhand. 

The gated communities do not ask who suffered in the building of their dream Himalayan homes. What was the loss of flora and fauna? How many rabbits, pine marten, jackals, birds and butterflies escaped to seek new habitats? 

The protest against the injustice of lawless encroachment and destruction of state property, illegal activities, wilful disregard of all norms of sustainability, has spread to the neighbouring villages. It has become a movement that has spread through Nainital district. Kumaon is waking to demand redressal.

Environmentalists and those engaged in work in the Himalayas are supporting the Save Kumaon move.
